Purpose

The Oak Ridge National Laboratory (ORNL) seeks up to three (3) Health and Safety Professionals for the Health and Safety Group in the Safety Services Division. These positions will provide technical expertise to support the health and safety aspects related to planning and conducting research and development at ORNL and support compliance activities associated with 10 CFR 851. These positions may also develop, manage and evaluate implementation of worker safety and health programs for the purpose of improving the Worker Safety and Health (WSH) Management System integration and effectiveness across ORNL.  These positions provide technical leadership and program guidance to laboratory in support of achieving and maintaining ORNL’s S&H policies and programs.

Major Duties/Responsibilities

Primary roles will include:

• Evaluation of research projects during the planning stages to identify hazards and recommendations for controls and verification of the adequacy of those controls as work proceeds.
• Perform periodic surveillances and assessments to verify compliance, program implementation and effectiveness and evaluate work practices, controls, and corrective actions.
• Conduct qualitative and quantitative exposure assessments to monitor potential exposures to chemical and physical hazards.
• Provide leadership and assist with the implementation of Integrated Safety Management (ISM) into the work planning and execution process.
• Provide technical support to ORNL management in the application of regulatory requirements, procedures and standards for health and safety.
• Participate in incident investigations, incident critiques, inspections, and audits, and advise management on regulatory requirements.
• Provide professional health and safety support to all levels of management.
• Support health and safety assessment activities in compliance with 10 CFR 851.
• Interact closely with customers and support other team members in work planning.
• Maintain the highest level of ethical standards in support of the Laboratory Agenda.
• Provide technical leadership and program guidance for all the projects/programs managed.
• Monitor and control all aspects of the projects/programs, including schedules, milestones, and costs.
• Act as lead, by obtaining resources and by participation, on lab-wide safety initiatives and programs in support of SSD.

Qualifications Required

Required:

• Bachelor of Science degree in industrial hygiene/industrial safety or relevant technical field, with a minimum of 2 years of industrial hygiene/industrial safety experience (or an equivalent combination of education, experience, and specialized training are required).
• Experience in field oversight/assessment of industrial hygiene/industrial safety performance and compliance with applicable local, state, and federal industrial hygiene standards and regulations in a research environment.
• Experience in exposure assessment and hazard analysis activities.
• Knowledge of OSHA standards and other applicable industrial hygiene/industrial safety requirements.
• Experience in a multi-discipline, multi-task and integrated/functional organizational environment.
• Demonstrated excellence in leadership, interpersonal, verbal, and written communication skills.  

Desired

• Experience working in multiple industrial hygiene and industrial safety areas.
• Knowledge in performing calculations to determine exposure potential.
• Experience with work control processes in a research and development environment.
• Experience working with personal computer software including Microsoft Word, Excel, Access, and PowerPoint.
• Detailed knowledge of Integrated Safety Management, 10 CFR 851 and Human Performance Initiative.
• CIH, CSP, and/or CUSP certification.
• Previous health and safety experience at a controlled DOE operation.
• Technical knowledge of IH instrumentation including calibration, usage, limitations, and calculation/interpretation of results.
• Experience working in a changing environment that requires interfacing with multiple research personnel as a team player.
• Experience with electrical transmission and distribution systems and work activities is desired for one of the positions.

ADDITIONAL INFORMATION:
One of these positions will support to the electrical transmission and distribution work activities.  Knowledge of the current versions of the National Electrical Safety Code (NESC) and 29 CFR 1910.269 Electric power generation, transmission, and distribution will be beneficial.

The successful candidate should be able to obtain and maintain a DOE Security Clearance.

This position is a Workplace Substance Abuse program (WSAP) testing designed position which requires passing a
pre-placement drug test and participation in an ongoing random drug testing program in which employees are subject to being randomly selected for testing. The occupant of this position will also be subject to an ongoing requirement to report to ORNL any drug-related arrest or conviction or receipt of a positive drug test result.
