Rick Tobey’s 41 years’ experience in the electric utility industry has been broadly influenced. He began his Apprentice Lineman training with IBEW and Florida Power and Light, in 1965 and quickly rose through the ranks to Working Foreman, Trouble Investigator, Switching/Training Coordinator to Operations Supervisor to Lead Supervisor of Safety. He went on to focus on training and safety even more with first, a large regional contractor, then as Manager of Safety and Loss Prevention for a nationally based contractor. Currently Rick is an independent consultant, affiliated with ISPC and has successfully performed a number of projects with both contractors and utilities. These projects have included, Transmission Hot Stick Training, Lineman Assessment Evaluations, Program Development for a Line Training School, Safety Policy Development and Proper Cover-up Training.

Experience

Lineman
Florida Power & Light, IBEW Apprenticeship Program, graduated 1969

Lineman, Working Foreman, Trouble Investigator 
Served as a lineman, Foreman and then Trouble Investigaor for FPL from 1969-1987 performing linework and supervision in various FPL Divisions.

Switching/Training Coordinator and Operations Supervisor
Served as Switching Trainer and then as Operations Supervisor over maintenance and construction crews from 1988-1993, during which time Tobey was appointed to the Joint Safety Committee for FPL. Promoted to Lead Operations Supervisor, holding that position from 1993-2000, supervising 110 men and women in the South Palm Beach County, Florida Division.

Lead Supervisor of Safety
Appointed to position from 2000-2002 for FPL. Supervised daily activites of 7 Area Safety Specialists and was part of the Serious Incident Analysis Team for FPL.

Safety and Training Supervisor
Supervised safety and training for two large contractors (Red Simpson, Inc. / Asplundh Construction) from 2002-2006, providing safety direction and training support around the nation for both transmission and distribution crews.
