Senior Engineer

Summary   

This is a complex professional engineering position involved with the planning, design, construction, and operation of an electric distribution utility.  The City of Winter Park’s electric distribution system includes approximately 190 circuit miles of 12.47 kV primary conductor (~80 miles of overhead and ~115 miles of underground) and two 69kV/12.47 kV step-down substations.  The Senior Engineer may supervise staff and contractor personnel.  Works independently with limited direction and requires little or no technical oversight.  Work is performed under the general supervision of the Public Works Director and/or the Electric Utilities Director (TBD).

Essential functions   

  • Support other Electric Department Management Team members to implement and maintain an accident free work culture.  As appropriate, participate in safety training and tailboard meetings to insure workforce and citizen safety.
  • Work in a teamwork culture that delivers concierge level services to the citizens of Winter Park.  Work with and assist other City Departments in the delivery of outstanding service.
  • Plan and develop long/short range capital improvement programs; assist in the development of goals and objectives, policies and procedures for the electric utility.
  • Plan and design the City’s electric utility in accordance with applicable laws, rules, regulations and standards.  Develop recommendations for system expansions and project budgets.
  • Provide electric distribution system planning, design, operations, maintenance and construction support to the Operations Manager, field personnel and construction contractor(s).  Provide technical advice with regard to National Electric Code and National Electric Safety Code.
  • Prepare and secure permits for the construction of electric distribution facilities in highway and railroad rights-of-way.  Prepare maps or AutoCAD drawings to accompany permit applications.  Ensure projects are completed according to permit specifications through onsite construction meetings.  Assist in securing easements for electric utility equipment placement.
  • Work with customers to resolve electrical power quality issues.
  • Prepare standards and equipment specifications.
  • Prepare power system studies such as fault studies, load flow studies, coordination studies.
  • Prepare circuit maps and drawings.
  • Evaluate system reliability data and make recommendations for improvements.
  • Prepare technical reports as required.
  • May serve as Project Manager for assigned projects.
  • May review the work of other Engineering staff.
  • May provide oversight or field management of operations personnel
  • Position may act in the absence of other electric department senior managers.

Knowledge, skills & abilities  

  • Extensive knowledge of principles and practices of electrical engineering as related to the planning, construction, and operation of an electric distribution system; including familiarity with electric distribution construction methods and standards, and pertinent codes.
  • Ability to independently prepare drawings, specifications, cost estimates, schedules and related reports for project management.
  • Knowledge of microcomputers, software and computer aided drafting and design (CADD) and GIS; familiarity with Micro Soft Office Products (Word, Excel, PowerPoint, and Outlook) including the ability to prepare graphs and charts.
  • Ability to perform moderately difficult technical computations and to develop cost estimates for electric system distribution projects.
  • Ability to visualize, develop, plan, organize and direct improvements, extensions, operations and maintenance of the utility system.
  • Ability to develop long term plans and strategies and evaluate work accomplishments; prepare technical reports and train, develop, organize and supervise service personnel.
  • Basic knowledge of project management
  • Ability to communicate effectively – bother orally and in written form.
  • Make presentations to the City Commission, boards, public meetings, and other organizations.
  • Work effectively with elected officials, other department heads, other agency personnel, city employees, contractor personnel, and members of the general public.  Demonstrates a team player attitude.
  • Knowledge and experience in engineering principles and practices governing the safe and reliable operation of an electric utility system:
  • Familiar with circuit maps and switching procedures
  • familiar with electric system safety standards
  • Familiarity with electric utility accounting principles
  • Ability monitor and control project costs and schedules.
  • Ability to delegate work effectively and monitor performance

Environmental  

Tasks are regularly performed with exposure to environmental conditions commonly found in a high voltage electric distribution system.

 

Physical

Tasks are essentially sedentary with some walking, standing, bending, light lifting or other restricted physical activity associated with the engineering and management of electrical operating and construction projects.

Sensory  

Tasks require sound perception and discrimination and visual perception and oral communication ability in electric utility construction and operating environments.

Minimum  

Graduation from an accredited college or university with a Bachelor’s Degree in Electrical Engineering with ten (10) years progressively responsible experience in the design, construction, operation and maintenance of an electric distribution system.  Registration as Professional Engineer in the State of Florida is preferred.   Must have a valid Florida Driver’s License.

 

Employees in this position are required to pass the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 60 days of employment.  In addition, the ICS-200 must be completed prior to training for the ICS-300 and the ICS-400 as scheduled by the NIMS compliance team

 

SPECIAL CONDITIONS:

May be required to work outside of normal working hours during system outages, emergency situations or during assigned projects.
