Electric Operations Manager

Summary   

This is professional managerial work associated with the safe operation, maintenance, and construction of the City of Winter Park’s electric distribution system.  The electric distribution system includes approximately 190 circuit miles of 12.47 kV primary conductor (~80 miles of overhead and ~115 miles of underground) and two 69kV/12.47 kV step-down substations.     Position is an integral part of the electric department’s management team that plans, designs, constructs, operates, and maintains the City’s electric distribution system.  Work is performed under the general supervision of the Public Works Director and/or the Electric Utilities Director (TBD).

Essential functions   

  • Work with contractor(s) to implement and maintain an accident free work culture:
  • Ensure that contractor maintains appropriate and up to date safety policies.  As required, maintain appropriate and up to date safety policies for City personnel. 
  • Ensure that contractor holds routine safety training meetings and daily job tailboard meetings.   As required, hold routine safety training meetings and daily job tailboard meetings for City personnel.
  • Enforce safety standards and take disciplinary action for violations by contractors and City personnel.
  • Work within a teamwork culture that is designed to deliver concierge level services to the citizens of Winter Park.
  • Work with and assist other City Departments in the delivery of outstanding service
  • Ensure that contractor(s) foremen and the electric department workforce understand and consistently deliver outstanding customer service and electric service reliability.
  • Plan, direct, coordinate and administer activities of contractor(s) and/or City’s electric utility personnel in accordance with applicable laws, rules, regulations and standards.
  • Assist the Director in the planning and development of long/short range capital improvement programs; assist in the development of goals and objectives, policies and procedures for the electric utility.
  • Assist the Director in preparing and implementing department budgets (capital and O&M):
  • Manage the distribution and substation O&M and capital budgets
  • Assist in the planning and implementation of programs to achieve rate strategies
  • Work with management team to identify, evaluate, and implement operating strategies to reduce costs while maintaining/improving reliability
  • Manage overtime and the use of contractors to reduce/limit O&M and capital expenditures.
  • Manage the  construction, operation & maintenance of the electric distribution system, including substations:
  • Secure and oversee distribution services:
  • Negotiate contracts; and/or
  • Hire qualified personnel and procures required equipment to provide services internally;
  • Evaluate and mentor workforce supervisory personnel; Manage contractor(s) that provide field construction workforce.
  • Ensure personnel have the necessary training and equipment to perform assigned duties cost effectively and safely.
  • Responsible for implementing a work hard and efficiency ethic in the workforce.
  • Direct and/or prepare studies regarding various activities of the electric utility; develop, maintain and enforce production, safety and work standards.
  • Along with other members of the management team, represent the City at boards/committees and meetings concerning electric utility issues; makes presentations to elected/appointed officials, department heads, staff/public/private agencies/groups regarding electric utility issues, programs and projects.
  • Position may act in the absence of other electric department senior managers.
  • Work with the City’s Risk Manager to reduce the City’s exposure to claims against the electric utility.  Assist in the investigation, documentation and evaluation of incidents that lead to claims. 

NOTE:  The omission of an essential function does not preclude management from assigning specific duties not listed herein if such functions are a logical assignment to the position.

Knowledge, skills & abilities  

  • Ability to visualize, develop, plan, organize and direct improvements, extensions, operations and maintenance of the utility system.
  • Ability to develop long term plans and strategies and evaluate work accomplishments; prepare technical reports and train, develop, organize and supervise service personnel.
  • Basic knowledge of project management
  • Ability to communicate effectively:
  • Make presentations to the City Commission, boards, public meetings, and other organizations
  • Work effectively with elected officials, department heads, representatives of other agencies, city employees, and general public.
  • Knowledge and experience in engineering principles and practices governing the safe and reliable operation of an electric utility system:
  • Familiar with circuit maps and switching procedures familiar with electric system safety standards
  • Knowledge of laws, ordinances, regulations and statutes which govern an electric utility system and of governmental organization and budgeting.
  • General knowledge of electric utility accounting principles
  • Demonstrates a team player attitude

Environmental  

Tasks are regularly performed with exposure to environmental conditions commonly found in a high voltage electric distribution system

Physical

Tasks are essentially sedentary with some walking, standing, bending, light lifting or other restricted physical activity associated with managing field workforce and/or construction projects.

Sensory  

Tasks require sound perception and discrimination and visual perception and oral communication ability in construction and operating environments.

Minimum  

Graduation from an accredited four (4) year college/university with a degree in Electrical Engineering, Business Administration, Public Administration or a related field, ten (10) years progressively responsible experience in the design, construction, operation and maintenance of an electric distribution system.  Must have a valid Florida Driver’s License.

 

Employees in this position are required to pass the National Incident Management System (NIMS) IS-700 within 30 days of employment and the ICS-100 within 60 days of employment.   In addition, the ICS-200 must be completed prior to training for the ICS-300 and the ICS-400 as scheduled by the NIMS compliance team.

 

SPECIAL CONDITIONS:

May be required to work outside of normal working hours during system outages, emergency situations or during assigned projects.
